When fired at a suitable ground-location, creates a single use cable relay from the endpoint to where the player who fired it stands. This pod will not work if it is fired into open air. Cable pods have the same length limitation as Cable Relays. It is advised that you do not shoot these inside player settlement's influence because after use, they create a large hole in the ground at the destination.
