If you start the game up, you only have 2 tool slots taken, the other two slots are empty (indicated by square icons). If you attempt to equip, for example a tool that belongs to AI (BFG Token etc) then the game attempts to equip it, fails, and still switches to the empty slot.
The game does not give you the tool, but it gives you a cursor that is the same as Smooth Edit.
